Phase out bluelines immediately

THE BLUELINE MAFIA WILL NOT LET THE DTC PLY.

TEXT OF THE ADDITIONAL PIL TO FILED IN THE SUPREME COURT.

With reference to your directive to DTC to augment it's fleet,via a Judicial Directive..I have this to say.

I request you to kindly take cognisance of the fact that there are many vested interests who will see to it that the blue line buses are not phased out. I as a citizen am witness to the strong arm mafia tactics employed by the blue line operators to prevent the DTC buses plying on time and see to it that they always lag a DTC bus.

Also the conditions of the buses are pathetic with rickety seats and dirty seat covers,loud blaring music from substandard audio products and the feel of sitting in a truck.Not one effort has been made to see whether the neatness element has been adhered to . All these years the citizens have been made to RIDE ON TRUCKSs in the name of public transport.

The Govt. owes the people an explanation or else the courts will issue
strictures.

I suggest a court commitee travel incognito in a blueline to take get a firsthand feeling and then issue contempt notices to the Govt. for letting the STA give permits to these buses. Ask why the STA should not be wound up.

I hence request you to kindly to kindly set a time table for the eventual phaseout of these buses (preferable within a year), as a continuation of them,even a bit longer will strengthen the vested interests. REMEMBER that even if the DTC procures 5000 buses, only 500 will be able to run as the BLUE line mafia will ensure that they run in such a away that people will be forced to board the blue line buses as the corruption and mismanagement in DTC is well known.SO PLEASE ISSUE a DIRECTIVE to the TRANSPORT DEPT. thet these buses should be phased out in about a year. The Govt. will be able to find a solution as 2008 being a election year they will not let the citizens suffer.

THe Govt. will have the necesary will to find a solution and will invite reputed Corporates to run buses without any vested interests .

Another point I would like to stess on is the control of the Blueline mafia on the plying of DTC buses. I dont know the exact extent of the nexus between the blueline mafia and the DTC depot personnel.......but it is a well known fact that some senior personnel of the DTC run their own Blueline buses.

Proof of this which was captured on my cell phone camera when DTC buses were caught purposely plying behind Blueline buses on the same route.Some drivers and conductors do this for as little as a cold drink.I dont know the exact strength of the fleet on road, but for all practical purposes DTC has stopped running after 5 P.M as they are perpetually short of drivers who are mostly on contract basis.

And lastly,one more point which was not stressed in the PIL filed against Blueline buses is that they overspeed everywhere because in some bus stops where there are no traffic policemen they wait inordinately long idling away in the hope of picking up more passengers. hence to make up for the time spent on idling,,,they speed up on the route so that the bus scheduled after this one does not overlap and both drivers end up fighting with each other.

In this process of overspeeding, which they SIMPLY CANNOT AVOID ,whatever the checks on roads and hence they end up killing people.

This makes it all the more imperitive for the eventual phaseout of these BLUELINE buses by 2009 and not by 2012 as suggested by thr Govt.




Please set this DEADLINE for the GOVT as this is a result of the State's inability to enforce the existing laws which ensure the safety of the public at large and this has given way to a thriving BLUELINE MAFIA RAJ.Hence the case for judicialintervention and not be treated as frivolous.
